On December 12, 2025, USCIS issued a Policy Alert announcing new guidance governing the submission and reuse of photographs for immigration benefit requests. USCIS is no longer accepting self-submitted photos and is limiting when USCIS-taken photos may be reused in benefit requests. Only photos taken by USCIS, at an Application Support Center (ASC) for a Biometrics Services Appointment (BSA), or other authorized entities will be allowed. This guidance is effective immediately and applies to all benefit requests filed on or after December 12, 2025. For students applying or who have applied for OPT, be aware that USCIS is issuing Requests for Evidence (RFEs) or notices requiring I-765 applicants to visit a USCIS Application Support Center (ASC) to have a digital photograph taken. ASCs are not ICE facilities.

Unfortunately, there is no way to complete this ASC photo requirement prior to submitting your OPT application. Please continue to upload a U.S.-style passport photo with your Form I-765 as instructed. 

Important Reminders 

  • Keep your address current with USCIS so you receive your biometrics notice 
  • Don’t miss your appointment – this will delay or may negatively impact the adjudication of your application.  
  • Plan ahead – USCIS processing of your application may take longer due to the additional biometrics step 
  • Check your mail – biometrics notices may be sent by regular mail
